An Emergency Services District (ESD) is a local government agency created by a vote of the public on May 3rd, 2025, to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated Ector County. There are more than 360 ESDs in Texas, 2 of which are in Ector County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code.
When to Call 911
Know When It’s an Emergency

If you or someone else is experiencing a life-threatening situation, don’t wait—call 911 immediately.
- Chest pain or difficulty breathing
- Severe bleeding or trauma
- Signs of stroke (face drooping, arm weakness, speech difficulty)
- Unconsciousness or unresponsiveness
- Seizures or sudden confusion
When in doubt, it’s always better to call. Emergency responders are trained to assess and provide the care you need.
